A complete census of optical AGN in the near-by universe is important for comparisons with all-sky catalogs at other wavelengths, because nearby AGN can be used as an anchor for studying the evolution of AGN properties with redshift, and to determine, via correlation studies, whether optical AGN are sources of ultra-high energy cosmic rays (UHECRs). We have constructed an all-sky AGN catalog based on the 2MASS Redshift Survey (2MRS) which provides a complete map of the nearby (z<=0.08) universe. We have collected the spectra for ~75% of these galaxies. Our catalog consists of 1921 broad line AGN, 3610 narrow line AGN which satisfy the Kewley2001 criteria, and 6565 narrow line AGN which satisfy the Kauffmann2003 criteria. We provide quantitative characterization of its completeness and homogeneity. We also report emission line widths, fluxes, flux errors, and signal-to-noise ratios, allowing users to customize the selection criteria. Furthermore, we have conducted studies to quantify the dependence of stellar population model choice and spectral quality in AGN identification. We find that up to tens of percent of galaxies can have different classification due to the use of different stellar population models. This effect are more prominent on faint AGN candidates, especially on those whose OIII 5007 luminosities are less than 10^38 erg s^-1. Stellar population model choice and spectral quality will affect every optical AGN catalog and our results show that they should be taken into account when using any optical AGN catalog for statistical and/or population studies.
